cuphead imitates a great aesthetic. i can name at least one modern cartoon that is gorgeous.

I think it was 7 years of development. Anyways it takes time drawing everything by hand when you have methods which are much cheaper and faster now days

Business is always looking to save a buck. No one is going to invest in hand drawn animation these days.
The costs vastly outweigh the return to them.

Most cartoons are computer generated these days, cgi or not. Hand drawn takes a lot of time and a lot more salaries to pay.
