Cultural appropriation or not, there's a practical reason in this case, at least: most white people don't have hair that's made for natural dreadlocks. It's too straight, and trying to force too-straight hair into dreadlocks looks really bad.

This, tbh. Many cultures can claim a history of dreads and, if anything, the real appropriation is the claim that it's exclusive to just one of them.
