Right.
So, when you want to describe a SITUATION, which is impersonal, it's "c'est tellement beau", masculine form, since when the subject is impersonal and implied, the masculine form prevails. On the other hand, if the subject is feminine, such as "she", or "the car" (car is a feminine noun), it's "elle est tellement belle" or "la voiture est tellement belle".
