So for example, I've edited a real photo head to this body of this NES artwork

On your photo layer, use the adjustments panel to, uh, adjust the contrast and hue/saturation.
Or if that doesn't do it, maybe do a ctrl+left click on the little thumbnail on your photo layer to select all the content in it, make a new layer and fill in the selection with an orangey-yellow color. Deselect and then use the little menu on the layers panel that says Normal and has up/down arrows to pick a different option.
