It absorbs all impact. We see him using it to cushion his fall from an airplane. Wouldn't hitting someone with it just result in zero energy being transferred to that person's face?

Think of it in terms of Newton's laws. For every action, there's an equal and opposite reaction. Cap's shield absorbs that reaction, but doesn't stop its own action.

It doesn't just absorb the energy.
Vibranium absorbs, stores, and redirects the energy. Hence why Black Panther can pull crazy shit in his suit. Imagine if someone punches Caps shield, then he throws it at you. Because his shield is a Vibranium and Adamantium alloy, it's energy absorption is a little lower than standard Vibranium.
