While I agree with you in principle, normalizing Hitler also runs the risk of making him look less reprehensible. And there are certainly some good reasons why we don't want Hitler to look socially acceptable.

Additionally, it avoids some potentially unpleasant issues surrounding the confusion as to *why* somebody chose to pose with a wax statue of Hitler, since people would choose to read into that as an endorsement of Hitler (and, outside of Thailand, nobody wants him as a mascot) and it could normalize support for Hitler. Granted, there certainly is a balancing act because making him into some great unnameable being at least partly venerates him and makes him look appealing to those susceptible to his ideologies.

It's based on affected regions. China and parts of SE Asia still strongly resent the Japanese for their role in WW2. However, despite Japan bringing the US into the war, the west had far less interaction with Japan than Germany and Germany was effectively the ringleader in that whole affair. Germany was also much more systematic when it came to mass murder.

The problem with that idea is that at least some people who go there wouldn't be doing it to mock him and a lot of playful mocking can look like a tacit endorsement. It would be giving ammo to racial agitators, professional protestors, and other for-profit disinformation agents. Yeah, China and Korea still hate him, I'm sure. Plus Japan wasn't responsible for anywhere near as many deaths and concentration camp imprisonments as hitler.
As for Stalin, his victims were mostly fellow Russians and Russian government has been very hesitant (especially since Putin came to power) to condemn the former soviet government. So he's been rather protected over the years.

When you're told to stand for respect, doing literally anything else is a sign of disrespect. "Respecting" the anthem by kneeling is no different than "respecting" the anthem by singing another patriotic song -- granted, even singing a different song would at least have the *appearance* of patriotism, unlike taking the knee.
