When youtube can't even load the video after I move the cursor to a different time stamp and gives me 144p instead of something as simple as 360p, I have to wonder.

My home internet a few years ago was getting throttled so hard that my parents couldn't even load Speedtest when they were directed to do so by the customer service rep on the line.
There really isn't a 100% certain way to know for sure, since customer service isn't going to sit there and say "oh yeah we're slowing you down because we don't like you" --- Not removing this until Pat Benatar is in Super Smash Bros.
