Are there any villains in Batman's rogues gallery that haven't been introduced?

Just saying, it's an odd coincidence how every single one of Bats' enemies just shows up out of the blue when Batman is 13

No it didn't. They're not even giving us the origin stories of villains anymore. Pyg just seems to be in the full swing of his villainy, just like Penguin, the Riddler, Freeze, Ivy, Strange, etc. all are.

This isn't an origin story anymore, it's just a Batman show with Gordon filling Batman's role. I dunno why they don't just pull the trigger and timeskip to Bruce in the suit already.

They have origin story to most villains. Pyg right now isn't even his insane one with the dollotrons etc.
