Started as a law, which I think is no longer in place. But a lot of them choose to stay doing it because they legit don't want to do uncensored porn, like Hitomi. She feels her image would be ruined. I don't really get that but it is what it is.

Bfore the very late 19th century Japan used to have a very different attitude to nudity and porn. Imagery of naked women and gentials was not uncommon.

In 1907 there was a big drive to ban "obscenity" including porngraphy imagery and gambling that resulted from the same general impetus toward westernization that inspired the rest of the criminal code.

When globlization became a thing and by the turn of the century Japan was on the world stage and advancing fast.

And it didn't help matters when Japan surrendered to the US following WW2 and got another heap of christian values inserted onto them.

While bans on card and dice gambling has gone, the censorship of porn has stuck around. And now there is such a market for Japan exporting porn that there is no economic desire to push for change and few powerful groups are going to tarnish their image by calling for it.

Incidentially this is also the origin of "tentacle" and monster hentai. bizzare and creative ways to avoiding showing "Gentials" in porn ended becoming a whole genre of porn.

But yeah this is one instance where you can blame the Religious demonization of sex and sexuality as the culprit.

Not only that a lot of the girls involved are forced or blackmailed into it by the Yakuza.
