they don't. they leave the traditional financial marketplace and do not have bank accounts. they use 'checks cashed' places and typically live hand to mouth, spending cash as they get it.

nobody gives them loans. when they have to use critical services such as healthcare, where services are rendered prior to payment, the bill simply goes unpaid--it's that kind of debt.
