TL;DW:

Activision patented something designed to data mine players playstyles and preferences that would then match them with players of higher skill level using cash bought items and cosmetics that would appeal to their desires. If the player then purchases said items, they're then matched into easier games to provide the illusion that whatever they bought was more effective than it really is (especially for cosmetics >_>;). For example, say your play style is Sniper. You might be matched against a VERY skilled sniper with a loot crated high tier sniper rifle and/or cosmetic upgrades. After getting your ass kicked awhile, if you purchased those items you'd be matched into easier games to simulate how "good" your new toys are, essentially letting you shoot fish in a barrel against noobs. Repeat from step 1 until either your wallet is empty or you own everything they can possibly tempt you with using this blatant manipulation

EDIT: To clarifiy, this specifically refers to microtransactions, not to purchases made with ingame currencies.

Activision definitely fucking sucks but I'd still give the worst to EA for the way they sabotage projects and kill good development teams (I'm still really fucking bitter about C&C Generals 2)

The algorithms for matchmaking are already pretty complicated I believe. Apparently Splatoon will match you up with people who have a similar playstyle. If you're a player who goes for kills over painting you will be matched with people who also go for kills for example.

Software patent law is a pain in the ass. So, maybe? But this type of matchmaking would only work for mobile games, which Activision just so happens to be a big part of given they have King.

The one aspect I wouldn't be surprised to see is reducing your matchmaking skill rating internally after purchasing an upgrade to reduce immediate buyers remorse.
