fair. but is that enough for them to be seen more like a scratcher than a booster pack? I think so long as you never miss, they won't be considered gambling, but who knows what you can convince a politician of.

I think I read something on this a few days ago but either the ESRB or a government agency that has something to do with this said it's not gambling because your always guaranteed to get something in the purchase even if it's something you didn't necessarily want unlike real gambling where you're never guaranteed anything

It's like going to store and buying those little collectible figures where one comes in each box but the only catch is you don't know which figure is in the box. Lootboxes are the same thing except just digitally
