Was it explained why said genetic engineering stopped or frown upon? Julian Bashir in DS9 was genetically modifier to some degree and he seems to be doing well.

Because the Eugenics Wars of the late 20th Century -- which now seems rather quaint, I guess -- were waged by genetically engineered superhuman warlords, of whom Khan was one of the most notable.
