Actually addressing the topic, unlike 90% of the people here, part of it is because its an island and more isolated than other parts of the country, but also it's because it was hit much harder than either texas or florida. Power goes out almost weekly, and while this is usually only for a few hours, sometimes it lasts for days. There's no redundancy in the system, and government corruption had ensured that improvements and alternative power sources were eternally delayed.
