legally, without paying. Is there anyway to get the boot file for the OS legally if I have access to another mac?

I am not sure. Do you need the full operating system? There are easy ways to test browsers.

For some reason Apple doesn't care for gouging customers on the OS because they want more people to use it (maybe) I need the full OS because I need a mac for xcode and while I'm looking for a new computer, I do not want it to be a macbook because they are overpriced ...
