Example: My dad is going back to Philippines (the province where he grew up) when he retires at the end of the year

Because it's not a downgrade? People aren't moving to Syria or Chad for retirement. If you move to SEasia for retirement you'll have a lot more spending power, get to enjoy warm weather, and depending if you want to be in the city or in a community near the beach or something, either a more exciting, high energy life, or more laid back and relaxing that what you'd probably get here. And the food is way better.

third world countries now have electricity, water, internet, airports, roads, etc. in the cities. if he was moving to the boonies maybe it would suck but if he goes to a city it will be another city.

rather than amenities it would be corruption and civil unrest I would be worried about with the Philippines in particular.

My friends dad is doing exactly that next year.

He's bringing my friend with him (28) to live there for the time being while the wife and sister stay in here in Canada.

Because a US dollar will go a long way in 3rd world countries. You can live a comfortable, luxurious lifestyle, cheap hookers and booze, etc.

Many folks come to the west for opportunity and send money back to families in their home to support them. perhaps your dads intentions were the same and to always return to a home where he was raised. His family and friends are there. People who didnt have the opportunity he had here in America. Its time to retire and return.

It's not a downgrade. LOL TC is showing how much of uncultured and poorly traveled boor he really is.

When you have western money you can live like a KING in 2nd and 3rd world nations. You get tons of space for your money, you can afford luxury apartments that the locals can't, you can have cooks, maids, etc.

A huge part of tourism is westerners traveling to cheap places like Latin America and South Asia and living like kings for a couple months because the dollar stretches so much further there.
