I have no idea, but Hopsin most definitely isn't it. He's got nice flow and energy, and compared to mumble rappers and ringtone rappers he's definitely got better lyrics but still nothing amazing or anything. And even though I like some of his stuff, he's not anywhere near GOAT at anything. If he is it's pretty weak if the bar it's set to because he's above average at best.
Plus maybe this is just me, but I've always got the impression that he thinks he's a much better lyricist and a much deeper rapper than he really is.
