Isn't launching missiles over allied terrirtories arguably a breach of the cease fire conditions, and therefore a pretext for resuming hostilities (albeit a flimsy one sure)?

War's not happening because NK and SK doesn't want a war against each other.

Not too long ago, NK sunk one of SK's ship killing a shitload of sailors, and that didn't cause a war. That was pretty telling on the status of their cease-fire, that it's probably permanent unless some outside party forces their hand.
