Triple option teams do that.

Army, Navy, and Air Force do the same thing. I think it's Georgia State who runs the triple option too.

86 times is an absurd number, the highest average last year was 63.4 by Air Force and 61.2 by Army.

I know GTech runs the triple option. I'm pretty sure either Georgia State or Georgia Southern does too. Same with the service academies.

It's normally ran by teams that can't recruit much due to their school standards (like GTech) or due to their requirements after graduation (like the service academies). It allows undersized linemen to not be completely shit against other teams.
