Their words are "We Do Not Sow". Basically, they pay the "iron price" for stuff (they pillage and steal) and Robert put an end to all that when he took the throne.

So they somehow thought it would be a great idea to rebel against the kingdom.

Then, they did it again when Theon asked his father for help.
