My money would be on one of many Kanto callbacks they've been fond of - similar Gym idea but with a Fighting theme. Just a random guess though, I'd have to look up the footage. It didn't let you go to those other regions, but the rings you found in the special places accessed by flying around on Latias/Latios were what let you battle and catch the gen 2/4/5 legendary Pokemon in OR/AS. And those rings were clearly designed to be portals made by Hoopa.
