Usually they do it so you can use a switch to control lamps, but clearly whoever set it up in your place is an idiot.

It's a refurbished house turned into some apartments, which is fair enough that it will be a bit weird, but there's piping leading to the sink and if you're tearing into walls, just fix that.

Generally people try to do the least amount of work possible when they are doing those kinds of renovations. Especially if the work would normally require permits and inspections.

Here's probably why. The room probably used to be a living room and doesn't (or didnt have) any ceiling lighting. So it was assumed that you'd plug stand-up lamps into the outlet and use them for lighting, to be controlled by the switch.

Many older houses were wired like this.
