I don't understand Near's final gambit... IE: What the deal with Mello and Mikami, why was that important even remotely

I missed a bunch of episodes in between because phase 2 completely sucked so there were a few things I probably missed as well. As for Mello, he gave Near a lot of info before dying. Among other things, he told Near about Shinigami and confirmed that a book's rule was fake. Because Ryuk had claimed that all of the rules were real, Near used this to deduce that a task force member was Kira.

And I think Mikami was somehow used to expose Light. Light had given Mikami a book somehow to divert attention from himself. Kinda like what he had done with the Yotsuba Group except this time you could logically tie this Kira to the first Kira since they had similar motivation.
