Yeah obviously Zuko. Zuko had to wrestle with the choice between good and evil and finding his own identity. Aang was just about him maturing and growing into his role as a fully realized avatar. Aang had direction and purpose in life while Zuko was still trying to find out what his was.

Aang did have some good development, but hands down Zuko. His struggle with his identity is one of the best character arcs I've ever seen, and is a big part of why it's one of my favorite TV shows.

I love how he eventually comes to realize his uncle is more of a father than the fire lord.

Zuko's got one of the best character arcs I've seen in fiction.

Aang's arc, especially the inner conflict about firebending, is great

For as much as I love Aang, this isn't a question about opinions, this is literally a right or wrong choice. Zuko was obviously the most developed.
