Not necessarily. How many people voted for Donald Trump just because Hillary Clinton was his opponent? Likewise, Hogan beat the Liutenant Governor to an unpopular governor (Martin O'Malley) in a low-turnout election. He didn't run on social issues, but on keeping taxes down.

If you live in a blue state, it's the norm. The governors of Maryland and Vermont are both cucks who barely hold any conservative views.

people and attitudes towards different issues change all of the time.

being transgender isn't a republican/democrat issue, but a social one; if you recognize they people are just trying to live their lives with less obstacles, it's harder to have discriminatory views
