It's not rape if there is no penetration, but it could technically be sexual assault. That said, there seems to be implicit consent considering there are things she allows you to do and things she tells you "no" about. You should probably try actually talking to her about it.

When I was a teen I broke up with a chick for getting high with dudes without me at a party we were both at. Really I was more mad she didn't tell me people were smoking but I made it look like it was the other thing.
