Or even surround himself by people who actually CAN do anything at any competent level. Instead, he's literally thrown the worst person into every role possible because the best he can hope for is to stall the country and hope that this disillusions people enough that they won't vote and thus Republicans gain more power and seats in the supreme Court. And of course all the stalling he's responsible for will be attributed to anyone in his way or who criticizes him.
