In modern day America many people who claim they hate racism judge "white males" specifically based on the single fact they have white skin.

Is that in itself not racist?

No. I think there is value in discussing our understanding of what racism is. Everyone is so fixated on it lately it would do us all well to make sure we understand each others understanding and position on what we believe racism is.

How can we ever being to come together as Americans if we don't try to understand each other?

That type of mentality dehumanizes the very group that someone is trying to protect. It's treating them like dogs that can't control their impulses. This group can't be racist because they have no power! That is why animals cannot be liable for crimes. They're held to a non-human standard. To apply that same standard to actual humans is dehumanization in its rawest form.

The idea of "societal racism" is useful in sociological contexts because then one doesn't have to categorize every interpersonal interaction.

So someone can say "Deadpool_18 is dumb because of his skin color" and that would be racist. But it's different from the societal notion of "People of Deadpool's skin color experience racism in this country".

Because basically the only reason that "racism against whites" is brought up is to counter societal flaws we have. It's "Our country's drug laws are set up to disproportionately affect minorities" being "countered" by "A guy called me white bread".

In truth, the entire thing is contextual.

When people are saying that you can't be racist toward white people, they're saying that the effects of racism toward white people is heavily diminished because of their place as the majority in power, in society.

They're not realizing it, but it's being racist when you intend to say that while we might be being racist toward whites with this sentiment, know that it actually affects you very little and you know little of what we know about racism.

But then, you have to also consider that it's really less about the skin color and just more about the position in culture and society that they hold. When people express any kind of negative sentiment about whites, it generally doesn't hold the undertone of "because of their race, their genetics, they are inherently like this." It speaks more to their present position in society relative to other more subjugated groups in the US

So yes, it is racist. Is it the same kind of racism as the classic white on black, "you are inferior because of your skin, you are inherently subhuman" kind of racism? No. Are either of them good?
Hell no. Everyone has to get smarter.

To be fair, there are two definitions of racism.
The common definition would better be off as prejudice, and the academic one is prejudice + power. So then there is an argument, if you use the latter definition, that in mainstream American society you can't be racist towards white people.

Of course if you're using the first definition then of course any race be racist to any other race, and it's dishonest of someone to use the second definition in a discussion where everyone else is using the first definition.

Systemic racism through the Criminal Justice system:

The first thing that gets attention is the differential treatment of crack verses powder cocaine. There is the widespread belief that the behind the scenes white supremacist super villain emperor of the United States is creating legislation to hurt black people. While that is a very compelling argument that many would fear to challenge because of its ironclad reasoning, I'm willing to question this idea.

The reason for heavy sentencing in crack cocaine is because crack is easier to distribute, easier to manufacture, and easier to get high off of. This is a drug that to this day devastates black communities. And it was actually black legislators in inner cities that pushed for the harsher sentencing in an effort to get the drugs out of their communities. This has nothing to do with white privilege. White people didn't even have anything to do with this.
