1) Student fails class they need for their degree.
2) Student has to take class again.
3) Student has to pay money to take class again.
4) ???
5) Profit!

The failure rates can't be too high or else it negatively affects the college's reputation, but obviously they would want the extra money for students having to take classes multiple times to pass them.

They also have a thing called student loans which let's colleges increase tuition cause they know people can get loans from the government. More money for them. Ridiculous interest rates you can't pay back.

Yep, Government stops subsidizing Post-Secondary education and the prices will start dropping to account for the fact that they don't have a nice juicy teat to suck off of.
