It says that "Rhonas the Indomitable can't attack or block unless you control another creature with power 4 or greater.

(2)(Forest) Another target creature gets +2/+0 and gains trample until end of turn"

Will a creature with 2/2 being buffed to 4/2 allow Rhonas to attack/block or does it only consider the base attack of the 2/2 creature?

Yes, it will be allowed to attack

And block

They gave it that ability so you can buff other creatures and let it attack/block. This also works with instants, enchantments, and other buffing abilities in these situations. Doesn't matter how you get to the 4 requirement at the time of said attack/block.

Also I just looked up this card and it looks broken as hell although I haven't played in many years so I don't know what kind of power creep they've been up to.

I thought they usually go down in price when banned? Because people will pay a high price for the best tournament cards, but if it can't be used there, it loses purpose.

he is definitely not getting banned unless they print something to make him OP in a future set, he's only played in energy decks right now and those aren't tier 1 decks

1) There is no way in hell Rhonas is getting banned. The card barely sees play.

2) Cards that get banned typically plummet in price, since no one wants something you can't play.

All 5 of the gods from Amonkhet have a similar "can't attack or block unless x" ability, and all 5 have a triggered ability (usually overcosted) that helps them get to the point where they can attack or block.

Oketra needs 3 other creatures in play, and can create 1/1 token creatures.
Hazoret requires one or less cards on hand and let's you discard cards to damage the opponent
Kefnet requires 7 or more cards in hand and let's you draw cards/bounce lands to your hand.
Bontu requires a creature to have died, and let's your sacrifice creatures.
Rhonas requires a creature with power 4 or more and let's you buff creatures to get it to that point.
