Basically, it's the same as normal immigration but, people can only immigrate to certain states or parts of certain states. For example, California is full, right? And most immigrants want to move to California. The idea is that for example, lets say an immigrant comes to the USA. They for the first 15 years must live in a state that is impoverished. They must have a job there also. The government will check on them randomly and if they are found living elsewhere, they will be immediately deported. After 15 years, the individual can live wherever they want. I think this will be a good idea. And of course, if somebody needs to live in a certain place, then the rule will be exempt.

I don't think we need to limit where immigrants go to. We just need to prioritize the skilled and educated immigrants first and foremost, and reduce our intake of people who would otherwise just end up on the welfare system or competing for minimum wage jobs with people who were born here. That'd be no different than the strict immigration policies Canada, Australia, Switzerland, etc, all have.
