It's pretty normal. You'd be hard pressed to find someone who wasn't asymmetrical.

It's more of an issue when the chest is still developing.

I stopped focusing on weightlifting like I should for a while so my chest remained very lopsided for a while. Hoping to correct that a bit in the next year or two.

I had the same problem with my lats. It was getting really noticeable. I fixed it by doing more sets of my weaker side, more frequently.

Right now I'm just trying to train evenly using only dumbbell exercises. I'd rather avoid training extra on one side if I can, but we'll see.

Heavy weightlifting, high protein diet, regular cardio, I got down. But is it a caloric deficit or surplus I need?

At your weight, you need a surplus to gain muscle. 300 calories above TDEE should suffice.
