3000 years since the battle against Sauron and they haven't done anything in all that time. They still fight with swords, bows and arrows. The still live in stone castles. 3000 years is a hella long time, didn't even take us 1000 years to go from their technology to spacetravel.

I think the existence of magic might be part of the reason. Why invent nukes when you can get an elf friend to cause a raging flash flood against your enemies.
