No, not scary at all. Really weird and a bit of a mindfuck, but not scary.
It's less "horror film" and more... I don't know, psychodrama is the closest characterization I can think of, but even then that doesn't really do it justice. --- Kill 1 man: You are a murderer. Not scary, just a little strange.

The first time I saw this movie I was pretty drugged up (thanks illness) and it freaked me out a little bit mostly I couldn't follow what was happening.
