You need to look at the larger picture. This is about avoiding war. If you have citizens getting locked up tortured and killed like Otto this poses a real problem for the US government. Best to limit NK ability to commit such heinous acts and provoke the US government. In time NK will mess up on their own but this move surly lets the world know the US is trying to avoid conflict. Tensions are not good between NK and the US and letting US citizens travel over there at such a heated time might be dangerous (or at least problematic). But in rare instances such as this it's much larger than your ability to "book a vacation to NK" it's about war which NK has an agenda and is pushing it with great vigor.
