1943 connected the Wolf Man to the Frankenstein series's ongoing continuity. A year later, Dracula was added as well.

I can't think of any earlier example. The Godzilla movies had crossovers starting in 1963, but that was a full two decades after Universal. RKO flirted with a Tarzan/Mighty Joe Young crossover, but the idea sadly never got off the ground. Even so, that idea still would've come about a full six or seven years after Universal had their first crossover.
