Culture looks very similar, but in many ways is different. It depends on how open you are. If you just go there and refuse to adapt, of course you'd be considered an outsider. That's what happens to any immigrant who does that, anywhere.

Nah, I don't know the answer. Here it's around 30% income tax, then more once you start getting a high income. I would guess it's similar in Norway, but since I don't know, I figured I'd answer with what I do know.
