Wait until we know exactly how console is getting the upcoming update in case they do another stupid Extend version. (Yes, I know Mori said there won't be one this time, but he also admits he's a liar)

Get the new Under Night instead if you've got PS3/4, who cares if it's only the JP version that's out today it's not like anyone's buying this for the story.

They aren't going to release an Extend just for one character

Though I would be happier with an Extend edition if it included Trinity, but at this point it's confirmed to just be a free 2.0 patch and Jubei DLC

Gonna need a source on them saying it will be a free 2.0 patch, because last I saw, all that was confirmed was 2.0 coming to arcades on August 3.

Also: Continuum Shift Extend only added Relius. Chrono Phantasma Extend technically had two characters, yes, but let's not act like Lambda was a completely new character. I would not put it past them to release with only one new character.

They released an English trailer specifically saying Jubei will be added to CENTRAL FICTION this summer

Do you see the words EXTEND anywhere in the trailer? Do you honestly think ArcSys would debut Jubei at an American event, only to turn around and say he's only going to be available in an Extend version?

Only thing it confirmed was that Jubei is coming to CF this summer. Nothing about if that's coming on console. The only hard date we have at the moment is August 3 for arcade. No BB logo was shown during that trailer, so no, we can't just assume that no mention of Extend means that there won't be one. And it most certainly does not confirm a free 2.0 update like you claimed.

And for the record: I do not expect an Extend here. Rather, I'm expecting a Rev 2 situation of a paid update with the new character, along with probably other stuff. But I'm also not one to blindly trust Mori.

Why would they announce it with an English trailer at an American event if it wasn't going to be on console this summer?

They aren't going to do an Extend and there isn't enough to justify a Rev 2 style paid upgrade

The trailer confirms that Jubei is coming to North America for Central Fiction in the summer. We don't have arcades so where else is it going to go?

Well, good news; Famitsu scans apparently have confirmed it will be a patch coming soon. So no reason to wait on getting the game anymore. And someone is claiming it's free as well. So hopefully, you are completely right here.
