Parent doesn't even look over at the child during these outbursts, and the child can be heard throughout the restaurant repeatedly.

If a customer complains to the waitstaff, is it appropriate for the waitstaff/manager to say something to the parent?

If the waitstaff/manager refuses to do so, is it acceptable as a patron to declare they will not return to the restaurant because the waitstaff/manager did not address the situation?

This is a hypothetical scenario that popped in my head that I'm curious what people's opinions are.

Depends how young the child is.

3 and below don't know any better. Still annoying, but I can let it slide. Anything over is grounds for discipline.

I'll go with the first option. It's also childish to state that you won't be returning to that restaurant because, realistically, there isn't much the waiter can actually do to remedy this without causing a scene. If you won't return then don't. I don't believe the waiter cares if you do or don't.

If the child is loud enough to be heard throughout the whole restaurant, a staff member should say something to the parent. It would clearly be disruptive to the business. It would be overreacting for a customer to threaten to never return if nothing happens, though.
