You need to progress the main story line to get the quest 'Molecular Level'. After getting the Courser chip and speaking to Virgil, you will have the optional quest to "Speak to the Brotherhood". When you return to Cambridge Police Station, Danse will have new dialogue options. You MUST decline his first invitation to the Brotherhood. After declining, if you try speaking to Scribe Haylen or Knight Rhys, they should have new angry dialogue. (This is a good sign!) Then, when you go back to Danse and finally accept their invitation, 'Fire Support' will complete!! And post #23 says to do this: found a fix, you must help him after he the glitch appears go to the collage area and kill all remaining ghouls. Broken NPC pathfinding is a big one that causes quests to be uncompletable at worst and requiring obnoxious workarounds at best.
