I think I don't have the right jargon for what I'm trying to say.

Basically if I plug my headphones in, even with no sound playing there's a constant sound, like you'd get if you turned your speakers up really loud. It's a lot of background noise basically.

Anyway to fix?

You need to do some troubleshooting, did you try other headphones/speakers and get the same result?

I'm guessing I've got a shit quality integrated sound card and it's just picking up a lot of crosstalk from my HD?

They're decent seinheissers and I don't have this problem on any other device.

Another curious thing - the sound on the laptop with headphones is super amplified. Like if I type on the keyboard it sounds like I'm drumming in my head. It's like the entire laptop becomes a microphone that picks up sound and puts it straight into the headphones.

maybe it's picking it up as headphones AND a mic. that constant "ssssssssssssss" white noise sound? Check your recording devices and disable any mics there. If your headphones have a mic built in but only one 3.5mm plug you'll need a plug that splits them into separate headphone/mic cables.
