It works in Pokemon Red/Blue, but only against fixed encounters - this is because button presses affect the RNG, and there's a known seed where you catch the pokemon.

Mewtwo happens to be one of these cases. Fight, immediately throw a regular pokeball. Press down before the ball disappears and B after the ball reappears to get on the correct seed - always catches, even at full health (infact, only at full health 'cuz it has to be the first RNG call)
