Ai Yori Aoshi is also another manga that isn't hentai I'm aware of that does the same.

Outside of Japan people have gotten in trouble for having manga and stuff that depicts underage girls.
I am pretty sure it is technically illegal in America.

the restrictions are weird and complicated.

For a while you just couldn't draw them at all--that's basically what created tentacle monsters.

then they changed it to "ok you can draw them, but they have to be censored, and you can't have any pubic hair even if it's censored."

And then they eventually dropped the pubic hair bit as well.

There have been attempts to repeal the censors but they're generally opposed predominantly with financial backing from the yakuza because black market uncensored stuff is the yakuza's biggest cash cow.

Dexter's Laboratory was a good example of that.

No. And you don't have to use some obscure sexual/romantic comedy like Negima as an example, you can use Jojo's Bizarre Adventure which is a highly regarded pretty mainstream anime with practically zero sexualization at all:
