Do you have any idea how businesses work?

Most of the locals in NOLA work in the service industry, meaning most of their customers are tourists. They get paid by their employers to serve tourists. If there were no tourists, that means there's no customers. And without customers, you don't have a job, and you don't have an employer to pay you. Meaning you go on the street.
