I see:
RPG Maker 2000
RPG Maker 2003
RPG Maker XP
RPG Maker MV
RPG Maker XV
RPG Maker XV Ace

Which one is the best or the easiest to use? Which one is the most cost-effective if I want to try it super casually?

2000 and 2003 are older but can be played on more devices via the open source Easy RPG project. You can play them on the original Wii and 3DS, for example.

XP was the main one people used for a really long time, so there are probably a lot more resources available for it. It's not that much different from the previous two.

The later versions I haven't used much so I dunno. I do know the latest one lets you export your games to mobile devices, though, with free reign to sell them license-free (assuming you own all the resources).

I've played a few of them, and I would say just get the latest one. There's a pretty huge learning curve for any of them, but if you go current the whole community will be messing with that one so you'll have the best luck reaching out for assistance. These games have a really great community.

There's also a bunch of reasons why the recent one is the best, but if you've never played one, everything I say would be nonsense.

I chose 2003 cuz it was only $4 >_> I dabbled a bit and I know I'm never going to have time to make something, so I went with the cheap one

MV is the newest one, iirc. It has all the features of VX Ace and more, including some user-made stuff already built in with free licensing to use and sell.

I started with Ace and got into it pretty easily and it's really fun. MV is the newest and I'm waiting for a good sale.

It's more than half off right now. Last I checked, it's down to $28.

I thought VX Ace was easier to use because the ruby script / RGSS3 engine was a lot easier for me to digest. The MV Javascript engine is horseshit and other than portability it has no advantages over VX Ace.

MV games can also be played on Android

At least that was one of the features right?

that's what portability means. You can also make games that can be played in web browsers if you really want to.

MV also allegedly exports to HTML5 which is amusing.

It's severely resource/feature limited, but good for screwing around.

It's easier to find ressources for the oldest, but MV is fairly easy to use.

Not unless you really want your game to be sold on mobile devices.

The plugins are awesome, you don't have to know programming to use them, but do what you are comfortable with.
