Wait, he got a ticket for not having an ID? Not for jaywalking? I cause I know the latter can get a ticket, my cousin got one. He lives in Chicago, so he jaywalks all the time and no cops care, but when he visited some friends in Champaign, he jaywalked with no traffic around a cop immediately ran up to him and took his driver's license and gave him a 50 dollar ticket and said he would get his license back after the ticket has been paid off. He was so pissed.

So...why did TC fail to mention that the dude was jaywalking? Cop was wrong when he said that the dude needed an ID but perfectly correct in giving a citation for jaywalking.

This is just another stupid race thing. We never would've heard about it if it was a white guy; the fact that they needed to mention he was black in the title is proof enough.

Because it implies that most cops can really change the system. When we repeatedly see that even when cops are put on trial they get off the hook, let alone not even getting that far despite far more proof, why should we believe the street cops can really make a difference?
