I thought Magikoopa was a type of enemy and Kamek was a specific Magikoopa who only appeared in Yoshi's Island, Tetris Attack, and Mario & Luigi: Superstar Saga. Now it makes sense why that character would go unused. He has been in a number of other games. Those three were just the ones which left his name untranslated.

To be fair, I can't kick myself too hard. It's not like Toad is distinguishable from other mushroom retainers or that Yoshi can be told apart from any other members of his species which happen to be green.

Kamek is a specific Magikoopa but his name in Japan is just the species name like Yoshi.
Magikoopas are clearly a species since you fight multiple of them in several games.
