If he had any such goals, then he just royally shot himself in the foot just to stay in the good graces of his local Puerto Rican community's voters. shrug I'm just saying, either he planned to retire as a politician after being mayor of NYC, or he's incredibly fucking stupid...and will now have to retire from being a politician after being mayor of NYC.
