Being "black out drunk" doesn't mean showing signs of inebriation. It simply means the person is no longer forming memories due to alcohol intake. Someone can be black out drunk and still appear functional. When they finally sober up the block of time will be forgotten to them hence that time period is a "black out" in their memory.
