It sounds like they just took an old outdated law off the books that said it was illegal to challenge someone. They didn't actually make it legal to follow through with a duel. So while it may be legal to challenge someone, that doesn't mean you'll avoid any charges for assault, muder, etc. if you actually get into a duel and injure or kill them.

It's very likely not, because other laws exist to prevent it. Animal cruelty being the most obvious one, although there are also variations on the "crime against nature" law. If you recall, Mother Jones, Slate, HuffPo, or another shitty alt-news propaganda site ran a claim that bestiality was legal across most of the USA despite the fact that there were arrest reports for people doing that in most of the states. Something that real journalists would probably have noted.

There are certain complexities involved, given that taboo nature of sex and the foggy issue of consent considering that it's an animal. Honestly, I can identify with both sides of the argument. It's still nasty, though, so it'll likely always be illegal under some law because our laws are generally based on what disgusts us.
